Provisions of the preparatory mission
The COP24 conference will take place in Katowice from 3 to 14 December 2018. It is expected to gather approximately 25,000 participants from around the world. Among the participants we will have the honour of hosting Presidents, Prime Ministers, Ministers and representatives of various institutions and non-governmental organizations.
The week preceding the Conference will see a series of pre-session meetings, which will also take place in Katowice. A somewhat smaller event of the so-called Pre-COP is to be held in October 2018 in Krakow paving the way to the proper summit. It will be attended mainly by environment ministers from dozens of countries around the world.
Arrangement for the COP24 Conference is an extremely complex process that requires the involvement of many cornerstone institutions both Polish and international. For many months, representatives of numerous institutions have been cooperating and coordinating their activities within the inter-ministerial team for the COP24 Conference Organization.
The COP24 Conference Area will be one extraterritorial zone covering both existing buildings and temporary structures built specifically for this occasion. The buildings of the Silesian Museum and NOSPR will remain outside the Conference area.
Accommodation
Delegates and participants of COP24 may access the specially developed hotel reservation system on the website www.cop24accomodation.pl. The operator has assigned a pool of hotel rooms for the needs of COP24 in Katowice, in other neighbouring cities and in Krakow.
The reservation system was launched on 1 March 2018. Up to now, around 4,000 hotel rooms have been booked out of the total number of overnight stays provided by the operator
Transport
On 15 May 2018, an agreement was signed by and between the Minister of the Environment and the Mayor of Katowice regarding the division of tasks in the organization of the COP24 Conference. Accordingly, the city of Katowice undertook to come up with a comprehensive transport system for all participants of COP24 conference.
The city of Katowice will provide dedicated, free transport for conference COP24 participants (operated from 3 to 16 December this year), and for participants of pre-session meetings (26 November – 2 December).
The transportation network will be available free of charge for COP24 participants on producing the conference participant's ID issued by the UNFCCC Secretariat. Under the agreement, the Ministry of Environment entered into close cooperation with the City of Katowice in the area of promotional and information activities. The city of Katowice - as agreed – is about to launch the process of recruiting volunteers.
Security
The UN is responsible for security within the extraterritorial zone. Beyond the extraterritorial zone, security will be provided by Polish services. In accordance with the adopted law on specific solutions related to the staging of the session of the United Nations Framework Convention on Climate Change of 10 January 2018 in the Republic of Poland, the Minister in charge of Internal Affairs coordinates the operations of the services involved in the organisation of the COP24 Conference with reference to ensuring public safety and order. The Deputy Chief Police Commander is the person responsible for all actions in this regard.
